I moved to downtown Hamilton, Ontario, in 2005. We bought our three-storey Victorian home near Copps Coliseum at a price that would have been unheard of in Toronto. The corner we lived on had been labelled “the most dangerous corner in Hamilton.” But my shaved head and tattoos stood out less here than in the fashionable, gentrified neighborhoods of downtown Toronto.

I noticed that a) there were lots of sex-trade operations near our house— for instance, massage parlours and the Hamilton Strip strip club—and b) there were also two anti-abortion establishments nearby. Our neighbourhood was like many other Canadian neighbourhoods: some people believe sex is for fun and pleasure, whereas others believe sex is specifically for making babies.

That’s why I’m so proud of Big Susie’s. Big Susie’s is (to quote their website) “a working group by and for sex workers in Hamilton and the surrounding area.” Their purpose is to “fight back against the stigma and silence that degrades, devalues and dehumanizes sex workers and their work.”

The organization was born because of an odd and somewhat unfortunate intersection between politics and art. In 2009, a small local art gallery featured a series of photographs the artist had taken from the window of his studio, which was near a notorious alley used by hookers. The photographs were explicit and voyeuristic and—most importantly—were taken without the consent of the subjects. Trendy artists and people from the suburbs who visited the little gallery seemed entertained by a scandalous glimpse of Hamilton’s sexual working-class underbelly. But local sex-trade workers were angry. Weren’t they people too? Did someone have a right to photograph them and make an “artistic statement” about their bodies and their lives, without their permission? The protest against this exhibit led to the birth of Big Susie’s. Is all art political? Definitely, yes. Should artists be challenged when they consistently make work they characterize as apolitical, when in fact it is not? I (not to mention Bertolt Brecht!) would say yes.

As an out gay man and a drag queen, I have always been proud to be promiscuous. It makes me feel safe to have an organization in my town that is sex-positive and defends the rights of women to use their bodies in any way they wish in consenting sexual situations. Some feminists assume all prostitutes are victims, and proceed to speak for them, as if they didn’t have a voice of their own. But, lo and behold, they do.

The National Hockey League playoffs open this week and the abundance of emotion-laden storylines are sure to captivate a significant portion of the the Canadian sporting public’s hearts. But while three Canadian squads—the Vancouver Canucks, the Montreal Canadiens and the Ottawa Senators—vie for Lord Stanley’s coveted Cup, there’s another, less exciting, story unfolding that probably should captivate our minds, even those of the non sports-adoring variety.

Tomorrow, the city council of Glendale, Arizona will vote to approve the arena-lease agreements for the two bids put forward to purchase the suburban community’s NHL hockey club, the Phoenix Coyotes. But, as the Globe and Mail reported this weekend, even if the leading bid, submitted by Chicago White Sox owner Jerry Reisdorf, is approved the lease agreement may not survive. In an interesting twist of fate, a lawyer for the Goldwater Institute recently announced that the conservative watchdog group won’t hesitate to take the city of Glendale to court if it appears the agreements are in violation of Arizona laws against public subsidies for private corporations.

The concern for Goldwater is a piece of the Reisdorf “memorandum of understanding” that calls for local taxpayers and businesses to foot up to $165-million of the purchase price and annual operating losses. While this sort of stipulation isn’t unusual in the standard agreements between sports franchises and host cities, it is unusual that a powerful watchdog is calling both parties out.

For too long, the public has dogmatically accepted the connection politicians and team owners like to tout between sports franchises and local economic development. Massive public subsidies are regularly given to billion-dollar sports operations under the guise that they will bring an influx of new economic activity to the local community. This year alone, Winnipeg, Quebec City and Hamilton have all, at one point or another, flirted with the idea of bringing a professional hockey team home. And each has made claims about the economic benefit a pro franchise would bring. However, the problem is that justification is demonstrably false. There is, in fact, no economic rationale for publicly funded sports teams and stadiums.

According to Andrew Zimbalist, a prominent sports economist at Smith College in Northampton, Massachusetts, all independent scholarly research on the economic impact of sports teams and stadiums has come to the same conclusion: there isn’t any. As he told Stephen J. Dubner on the New York Times Freakonomics blog, contrary to the rhetoric often aired by local politicians and sports teams owners, “one should not anticipate that a team or a facility by itself will either increase employment or raise per capita income in a metropolitan area.”

The economics behind this are complicated, but, generally, three principles hold. First, sports stadiums rarely create new capital: consumer spending on sport is almost always a redistribution of existing dollars in the local economy. People don’t spend money they wouldn’t have otherwise; they simply spend some their entertainment budget on local teams instead of something else. Second, much of the income generated by the team ends up leaking out of the local economy. Millionaire owners and players have their savings tied-up in world money markets and often live and spend their money outside of the host city. Third, and perhaps most importantly, host governments typically contributes close to two-thirds of the financing for the facility’s construction, usually takes on obligations for additional expenditures and routinely guarantee a significant amount of revenue. In other words, it’s the taxpayers that bear most of the risk—not the multimillion-dollar franchises that make a city home.

That’s not to say there aren’t perfectly good reasons for cities to host big-time sports teams or build world-class sports stadiums. It’s just that the supposed “positive economic impact” of a sports franchise shouldn’t factor into local governments’ decisions. Cities spend millions of dollars on cultural activities that they don’t anticipate to yield additional revenue. Sports teams can have a powerful cultural impact on a community and are integral part of most cities’ social fabric. If local residents value sport they are obviously welcome to allocate public dollars toward it. In fact, I, for one, hope they do. But sports teams and stadiums should be sold as a source of civic pride—not as a source of economic development.

Friday FTW: Hoser superhero Defendor makes a star out of Steeltown https://this.org/2010/02/19/defendor-hamilton-woody-harrelson/ Fri, 19 Feb 2010 19:34:44 +0000 http://this.org/?p=3895 Defendor posterWith shoe-polish smeared across his eyes, and a duct-taped “D” insignia across his chest, the simple minded Arthur Poppington(played by Woody Harrelson) transforms himself into an unconventional, but heroic vigilante: Defendor.

The film takes place in the seedy underbelly of an unnamed industrial town—in reality, a not-at-all-diguised Hamilton, Ont.—an unlikely setting for the unlikeliest of super-heroes.  But the Hammer might also be the perfect backdrop for Harrelson to defend.  Like Hamilton, Poppington is an underdog; he struggles for recognition and ultimately, is capable of much more than he’s given credit for.

Unfortunately, Defendor’s theatrical run will most likely be brief. It’s a tough movie to classify and for that reason, a difficult film to market, so waste no time. It has all the makings of a cult classic: an unlikely hero in a funny costume, crack-smoking street-walkers, crooked police officers and, of course, depth, heart, humour, and darkness.

It’s the story of a man with few options looking to inject his life with purpose and find closure to some of the tragic events that helped define him. It also follows Poppington’s quest to be taken seriously by people whose main feeling for him is pity. This is what gives the film the humanity that elevates it beyond the trappings of a goofy genre film. The rest of the cast turn in equally strong performances highlighted by Canadians Elias Koteas and Sandra Oh. Koteas in particular threatens to take some of the spotlight off of Harrelson in his portrayal of the crooked cop, Chuck Dooney who Poppington’s main rival in his pursuit of the villain, Captain Industry.

Ultimately it’s a surprising and unique film that hits all the right marks and an amiable hit for English-language Canadian film. See Hamilton on the big screen starting today in Toronto, Vancouver and Calgary. But not in Hamilton.
