By the time Friday rolled around last week there was a veritable anthology of jokes to which “David Gilmour” was the punch line. The paper-bag jowls and complacent half-smile of his face pasted on News Feeds and blogs like an advert for a public flogging. Everywhere that CanLit went, so too went the name David Gilmour, followed by some expletives or exasperated eye-rolling. The Canadian author had detractors aplenty; but he had defenders a-one.

In case you missed the original rant, here it is. For people, like myself, who care a good deal about Canadian literature, it was big news. Far from being incensed, many of us saw it as an opportunity to laugh at the curmudgeonly prattling of a man who should’ve lived a hundred years ago. But backlash opportunism reared its head—as it does when anything seems too one-sided—and its head was in a national newspaper.

Coming to Gilmour’s defense, Margaret Wente, a Globe and Mail columnist, steered the conversation towards academic feminism and its pesky reputation of late for sneaking into all nooks of the humanities faculty. “Frankly, I was surprised and glad to learn that there remains one small testosterone-safe zone at U of T”, she said. “As anyone who’s set foot on campus in the past 30 years ought to know, courses in guy-guy writers are vastly outnumbered by courses in women writers, queer writers, black writers, colonial writers, postcolonial writers, Canadian writers, indigenous writers, Caribbean, African, Asian and South Asian writers, and various sub- and sub-subsets of the above. But if you’re interested in Hemingway, good luck. No wonder male students are all but extinct in the humanities.”

Well, I went through a humanities faculty—an English department more specifically—and I can confirm that quite a few courses privileged “sub-sets” of writers, but I can also say that I took a whole course devoted to T.S Eliot, and that, in literature classes that teach a period before our current one, male writers still make up the bulk of the syllabus. I mean, I didn’t go to U of T, but I can only guess that—Wait, what? They post their course list online? And the first three courses are exclusively male? Oh…

Here’s the kicker, Margaret Wente: I didn’t go to university to have my masculinity stroked. I didn’t go so that I could grow a great bushy beard like Hemingway and shoot belts of whiskey off a buck’s carcass—I could’ve done that without higher education, I’m pretty sure. I went to school to learn. And a big part of learning in the humanities is empathizing, divesting oneself of the performance of gender, or class, or race, and digging an antenna into what it is to be human.

In her last paragraph, Wente attempts to dissolve the whole discussion by saying that only in academia would this be a controversy. Her last sentence, directed at academic feminists is, “Please get a life”. This is classic, children’s rhetoric. Offer a viewpoint then erase the issue’s importance to ensure that yours is the last viewpoint.

It’s a shame. The argument shouldn’t have been jilted that easily, because it’s one that still crops up in literature studies, most notably from the luminary American critic Harold Bloom, in what he terms “The School of Resentment”. Wente’s done no one a favour by stifling the discussion around this topic. Is academic feminism ruining the aesthetic aspects of literature studies by politicizing them? In this age when girls outnumber boys in all but the engineering department, is education becoming feminized, and is that feminization built around opposition rather than inclusion? Is women’s studies, as University of Ottawa English professor, Janice Fiamengo is quoted as saying, “actually preventing learning by substituting a smug sense of oppositionality, woundedness and bitterness for the intellectual curiosity, openness to ideas and eagerness to pursue truth that university education in the humanities is supposed to produce”?

Or might it be that viewpoints can co-exist. Art can be for art’s sake, and it can also be a social bellwether and political tool. Humanities education can be a hulking chimera of feminism, masculinism, normalization, destabilization, aesthetics, politics, etc. and we can trust students to understand that the large tapestry of viewpoints, only when understood holistically, may indicate a deep sense of what it is to be human. There exists in this world oppositionality and woundedness, and, far from these things being substitutions for truth, they are part of the truth. Young men and women interested in literature would do well to read voraciously—in, as well as out, of their comfort zone. Authors (ahem, David) would do well to do the same. Professors would do well to attempt to teach the vast, variegate human experience. Reporters for national newspapers would also do well not to feed into this petty cycle of boys vs. girls, girls vs. boys and all the balderdash that goes along with that. And I think we’d all do well just to listen to each other.

I graduated from university in June. I am a girl. And, well, I think Margaret Wente’s Globe and Mail article on “sexual economics” is nuts. Beyond anything else, I’m not really sure what it’s trying to teach me. Is it that young women like me are giving away sex like smiles because we’re just so happy to be professionally acknowledged? Is it that men never change and therefore only want sex from me? I’m calling bullshit, so I’ve pulled out some of the article’s most ridiculous passages.

For guys (unless they’re in engineering school), life is a paradise of sexual opportunity. For women, it’s a wasteland. The old-fashioned custom known as “dating” (as in: guy calls up girl and asks her out next Friday, takes her to a movie and a meal, picks up the cheque, takes her home, kisses her goodnight and, if he’s lucky, gets to third base) is something their grandparents did. Today, people just hook up.

Okay I get that the “guys in engineering school are too nerdy to get laid” thing is a joke, but it’s not funny, it’s outdated. And while it’s true that there are more females than males in university today, saying that it makes school a “paradise of sexual opportunity” for men and a “wasteland” for women is bogus, for a few reasons. First, Wente makes it seem like men are just dogs who think with their penises and will literally sleep with any female who blinks twice at them. That isn’t true; guys have types and “deal-breakers,” too. Second, does Wente think university girls look around campus and pout, “But I wanted to have seeexxxxx tonighttt and there are noooo boyyyyssss“? (We don’t.) Finally, that last line: “Today, people just hook up.” Are you serious? Yeah, sure, young people do that. But to say that “hooking up” is all “young people” do is a major generalization. I have a lot of friends, both male and female, in serious, long-term relationships. Some of them even live together. Some of them even talk about marriage. And we still go on dates! Seriously!

What explains the campus hookup culture? One widely overlooked factor is the scarcity of men. As buyers in a buyers’ market, they’re on the right side of supply and demand. The price they have to pay for sex – in terms of commitment, time and money – is at a record low. Plus, women are more inclined than ever to say yes.

So basically what Wente is saying is that these horny dog-men finally get the sweet deal they’ve always dreamed of: no being nice to girls, just sex! Sure, there are guys out there who only want sex from girls. But there are also guys who like relationships, who only want to hook up with that girl they’ve had a crush on since the first day of class—and they want to date her, too. Even if it’s easier than ever for a guy to get laid without putting any work in, it doesn’t necessarily he’s going to go that route. Also, why are women “more inclined than ever to say yes”? Because we’re just so happy that one of the few guys on campus is talking to us, so we’d better snatch him up before the bitty in the next booth does? Blah.

In economic terms, our unequal desire for sex means that, in the sexual marketplace, men are the buyers and women are the sellers. Until recently, the price was steep, up to and including a wedding ring and a promise of lifetime commitment. In my parents’ generation, the only way for a 22-year-old guy to have a lot of sex was to get married. Today, plenty of 22-year-olds can get all the sex they want for the cost of a pack of condoms.

Okay not all women want marriage oh and also so what?

Dr. Baumeister argues that, throughout history, it was to women’s advantage to keep the supply of sex restricted. “Sex was the main thing they had to offer men in order to get a piece of society’s wealth, and so they restricted sexual access as much as they could, to maintain a high price,” he says in his essay Sexual Economics, Culture, Men and Modern Sexual Trends (with Kathleen Vohs). But as women began to gain power and opportunity, that began to change. Women can now get a piece of society’s wealth on their own. And life for everyone is a lot more fun, because it turns out that, wherever women have more autonomy, people have more sex.

So sex was only ever our way of feeling successful. It was never an act of passion or love or fun. Nope, it was just our way of feeling like we were worth something. Great message.

The changes in gender politics since the 1960s have been good for both sexes. Women got something they really wanted (access to careers and money) and men got something they really wanted (more sex). But this bargain is having some unexpected consequences. Young men are in no hurry to get married. Why should they be? As my dear old dad used to say when I waltzed out the door in my miniskirt, “Why buy the cow when you can get the milk for free?” I hated it when he said that. But he’d grasped the central principle of sexual economics.

NO. NO NO NO NO NO NO NO. NO.

A lot of women are in no hurry to get married, either. But it might not work out so well for them. They’ve watched too much Sex in the City. They think they’ll still have the same choices at 35 and 40 that they had at 25. They have no idea that men’s choices will get better with age (especially if they’re successful), but theirs will get worse. Believe me, this sucks. But it’s the truth.

WHAT? Saying that we watched too much Sex and the City and therefore have this distorted view of what it is to grow old and have sex and be a woman is actually making me feel queasy. (If Sex and the City misleads anything, it’s how easy it is to make it as a professional writer. There’s no way Carrie could afford all those Manolo Blahniks off a single column.) Also we’re just supposed to accept that while we get super gross and boring once we hit age 30, men get sexy so they’ll be fine—and therefore we need to get him to put a ring on it pronto for fear of living alone? What year are we in?

University is hard. True. Work is hard. True. Being an adult is hard. True. So why is Wente pointing the finger at those of us who are still trying to wade our way through the muck? And if what young men want most of all is sex, then why work hard if they don’t have to? Young men like sex, for sure, but news flash: so do women! If young females are having more sex, it’s probably because they like it. Also is sex really what guys want most of all? If a 22-year-old guy was offered one night of sex or a university degree, do you think he’s going to pick the former? Are men really that shallow? Are my guy friends really just hugging me when I’m sad because they want to get in my pants? Is the barista who told me to have a nice day as I stirred sugar into my Americano really telling me that he’d like to take me into the staff room and have sex with me? If he was, like, should I go back and talk to him?

Kay Kritzwiser, a feature writer assigned to the Globe and Mail’s weekend supplement, The Globe Magazine, had never heard of Marshall McLuhan when, on a mid-November morning in 1963, her edior, Colin McCullough, asked her to write a profile of him. She visited the Globe’s library and took away a Who’s Who entry and a few articles about the University of Toronto English professor. One, a profile by Kildare Dobbs published the previous year, compared a conversation with McLuhan to a trip to outer space. “In orbit with him one looks down to see the comfortable world of familiar facts diminished to the scale of molecules; long vistas of history yawn frighteningly…”

Kritzwiser, who regarded herself as a woman with her feet on the ground, thought it sounded like a carnival ride. She read on: McLuhan’s first book, an eccentric intellectual critique of advertising and society called The Mechanical Bride: Folklore of Industrial Man, had been published in 1951 to good reviews and weak sales. His second major book, The Gutenberg Galaxy: The Making of Typographic Man, had been published in the fall of 1962 and widely reviewed both in Canada and in prestigious international publications, and had won that year’s Governor General’s Award for non-fiction. Nevertheless, McLuhan was, for the most part, a high-brow academic whose challenging ideas on communications and media were confined mainly to university campuses and a few industry and government organizations. In the fall of 1964, he was two years away from the mega-celebrityhood that his theories in part addressed.

At that time, almost all female reporters were forced into one of two stereotypes: those who specialized in women’s page fare (weddings, fashion, cooking tips) and the so-called “sob sisters”—reporters whose great journalistic achievement was the use of sympathy to coax family photos from grieving widows. Kritzweiser fit into a third category that might be classified as post-emancipation and pre-feminism: independent, determined career women actively competing with their male counterparts (at half their salaries) who nonetheless saw no irony in backing up serious reporting and research skills with a feminine flair. They were the precursors of the liberated, college-educated go-getters who began pouring into newsrooms in the mid-1960s.

A Regina native, Kritzwiser was recruited by the Globe in 1956. A year later, she had established herself as one of the paper’s senior feature writers. In his 1999 memoir, Hurly Burly: A Time at the Globe, Richard J. Doyle fondly described Kritzwiser in a passage that also revealed an attitude toward women shared by many of his generation:

The lady knows how to bat an eyelash, swivel a hip, show off an ankle or arch an eyebrow. A rustle of silk announces her arrival, a breathless voice begins the interview, a laugh like [Lauren] Bacall’s punctuates the questions. Tiny gasps greet the most mundane of responses to her guileless prodding into the dark recesses of the hapless fellow on the other side of her notepad.

Until the interview appears in print. “Did I say that? I didn’t admit… but if I did… why did I tell her about… Who does she think she is?”

Kritzwiser’s writing reflected Doyle’s modernizing of the Globe in the 1960s. Although most of us take it for granted today, at this time people were just beginning to realize that objectivity, a goal of news reporting for decades, was seen as too confining to cope with the complexities of modern life. Features were longer than a conventional news story and had a beginning, middle, and an end; readers who devoted time and attention to them expected some interpretation, not just a recitation of facts. Pierre Berton and a handful of others had turned out these kinds of features from time to time since the 1940s, but now they were becoming accepted practice. And it was the only approach that had a hope of making sense out of a figure like Marshall McLuhan.


“How do you do, Professor McLuhan?” Kritzwiser said, stepping into McLuhan’s cramped, shabby office on the U of T campus. Considering McLuhan’s published statements about how the electronic media were killing print, it was hard not to notice the books: shelves groaned with them, they were piled high on tables and the floor, and they spilled out into his secretary’s tiny alcove.

“How do you do,” said McLuhan, standing up behind his desk and indicating a chair. Kritzwiser sat down, crossed her legs, and placed a notebook on her knee.

Like most things she did when working, Kritzwiser dressed for effect; this morning she was wearing her beautifully tailored grey wool suit with the pearl-white buttons and a stylish grey felt hat. She was a short, trim woman with a sunny personality and plain, boyish features. On most occasions she seemed entirely at ease, a function, in part, of several years spent in amateur theatre in Regina, which she regarded as excellent preparation for interviewing. She drew a cigarette from its package and politely asked McLuhan whether he had a light.

He was a tall, lanky man, his thinning grey hair swept straight back, handsome in a distinguished way, she observed. He wore a russet-coloured Harris tweed suit and, as he leaned forward in a courtly gesture to light her cigarette, she noticed his relaxed stance, the angular lines of his free hand on his hip, index finger pointing downward. Then he sat down and lit a thin cigarillo.

Kritzwiser was a social smoker. Cigarettes, to her, were mainly aesthetic, a prop, part of a formality that relaxed both interviewer and interviewee in the days before antismoking sentiments came to dominate Canadian society. Her brand was Sweet Caporals, not for the taste but for the red filter that approximately matched her lipstick.

McLuhan, she knew, had been born in Edmonton and brought up in Winnipeg, so they chatted about the West. McLuhan had no idea how to make small talk—he described it as “a world without a foreground, but with the whole world as a background.” Then he began a discourse about how the industrial revolution was symbolized by the extension of feet into the wheel, the knight-in-armour into a tank. Next the earth’s curvature was discovered, which led to the invention of modern media.

“Today, the central nervous system has been extended outside the body through the age of electricity,” he explained, smoke forming a nimbus around his head. “Literally, our brain is now outside our skull. We’re lashed around by the fury of these extensions. It’s like a spinning buzz-saw. It’s not known where the teeth are but we know they’re there.”

It didn’t take much to get McLuhan started, and he was warmed up now, his voice purring on eight well-tuned cylinders while his thoughts wound circuitously through a maze of theories, many related to a work-in-progress that would be published, a few months later, as Understanding Media: The Extensions of Man. Kritzwiser’s pen darted back and forth across the page in an effort to keep up. McLuhan was incredible; he spoke in what sounded like feature-story paragraphs, although following his train of thought was like trying to scoop up a puddle of mercury. It was, she thought, as though he simply hadn’t stitched together all the loose ends yet, as though he was feeling his way toward a new philosophy, like a blind man acquainting himself with a new neighbourhood.

An exhilarated Kritzwiser arrived back at the office. In today’s world, where computers are not just in most homes but now ubiquitous in the palms of millions, it’s hard to remember that 50 years ago McLuhan’s ideas—about a “global village” and a computer-driven medium of communication that sounded a lot like the internet—might as well have been science fiction. “I don’t know what I’ve got,” she told her editor, “but I do know a man has pulled aside a curtain for me. I don’t know what I saw but I know I glimpsed the future.”

Later she read over her notes. The story hadn’t gelled yet, she thought. She was still looking for what she called the “moment of truth,” that dramatic scene or anecdote or object that symbolically captures the essential theme of a story. But what was the theme? So far, Kritzwiser had a professor in a book-filled office and seven pages of notes that included references to Ezra Pound, James Joyce, Baudelaire, and Flaubert, as well as cryptic phrases (even though they were in her own handwriting) such as “in a non-specialist society, relevance will be our business.”


The following Saturday, she arrived at McLuhan’s rambling two-storey home in the Annex district of Toronto, a few blocks north of the U of T campus. There were bicycles on the front porch and inside the homey smell of a baking pie filled the air. McLuhan, in a rumpled flannel shirt and casual slacks, looked like a homebody sitting in his chair beside a crackling fire with his legs stretched out. He was talking to a friend who worked at the Royal Ontario Museum about a lecture he was scheduled to give the following week.

“TV is tactile,” McLuhan was saying, rubbing his fingers together as though he were feeling silk. “The eye has immunity to radio…”

But Kritzwiser’s attention was captured by a carved wooden slab of a mask hanging on the wall. Was it Greek? She was interested in Greek and Roman mythology and her instincts told her she had found the symbol for her story. On January 4, 1964, her article, bearing the title “The McLuhan Galaxy,” was published.

On the fireplace wall of the Herbert Marshall McLuhan home, a giant wooden mask broods over the living room. Visiting children swarm up the chair beneath it to stroke its satiny furrows. It is a mask of Tiresias, the Theban of Greek legend who saw Athena bathing and was struck with blindness when she splashed water in his face. Through she repented, Athena was unable to restore his sight. Instead, she gave Tiresias the power of soothsaying. She opened his ears so that he could understand the language of the birds. She gave him a staff with which he walked as safely as a sighted person.

Six foot tall and lean, Marshall McLuhan, an internationally known expert in the new science of communications, casts a shadow like a television tower on the University of Toronto campus… But in his home, sprawled beside the fire, the mask of Tiresias above him makes a provocative comparison. For McLuhan’s new global reputation as a communications authority credits him with the power to see as few do, to hear a new language and to walk confidently in the strange and frightening world of the electronic age.

It was not Kritzwiser’s best story. McLuhan was both charming and hard to pin down, and her profile was overly flattering. Some of McLuhan’s ideas were summarized but they weren’t critically analyzed, nor was Kritzwiser particularly well qualified to do so. Few reporters were at the time, but she might have included one or two of the critics of McLuhan who thought he was a self-absorbed crackpot whose theories lacked intellectual rigor, or more often simply lacked a point. The closest Kritzwiser came to representing that view was through an unnamed faculty member who said he admired McLuhan’s ability to challenge tradition but admitted he left his seminars “with a thundering headache.”

Her story was otherwise typical of how daily journalism usually dealt with McLuhan in the mid-1960s. The opening was revealing. The key phrase was the reference to McLuhan’s ability “to hear a new language and to walk confidently in the strange and frightening world of the electronic age.” Aside from tying neatly into the Tiresias myth, it reflected the accepted wisdom among mainstream journalists that the electronic age was to be feared and mistrusted. Since the public had as much trouble understanding abstract subjects involving science, physics, and technology as the press had writing about them, most stories focused on a person. The mid-1960s was a time of accelerated change, and McLuhan seemed to offer an accessible link with the future. A Canadian, he was emerging as an internationally acknowledged “expert”— which lent him credibility—but he was also easily portrayed as a literary invention: an ivory-tower egghead who might be a genius, an adventurous non-conformist who, against all odds, wasn’t a young, bearded, wild-eyed revolutionary. Instead, he was a respectable family man with six children, and it was as easy as it was natural for Kritzwiser to “humanize” him near the top of her story by presenting him in a Norman Rockwell–like setting where Corrine McLuhan, “wife and mother, calm, handsome and dark-haired,” appeared as “the pivotal force in the McLuhan galaxy.”

Sometimes the mainstream media seemed like a three-ring circus, with a few big attractions on the front page (or leading the TV newscast) and plenty of sideshows to ensure there was something of interest for everyone. Even papers like the Globe or the New York Times, with their well-educated readers and lofty reputations, still had to entertain as well as inform. A few months later, when McLuhan’s Understanding Media was published, The Globe Magazine ran a critical review by Lister Sinclair in which he declared, “He has become a writer and he can’t write. He has become an authority on communications and he can’t communicate.” Many academics agreed, and if the debate had been confined to the insular world of university scholarship, today McLuhan might be an obscure curio of the ’60s. But instead, he became even more popular and controversial; a “McLuhan story” had increased in value because it was viewed as entertaining, which resulted in more coverage.

By publishing Kritzwiser’s respectful profile, the Globe introduced McLuhan to an elite audience and acted as a stamp of approval, signalling to timid editors of other papers that McLuhan was important. Over the next few years, the momentum grew. Articles were written about him in virtually every major North American publication, including the New York Times, Playboy, Time, Life, Atlantic Monthly, Harper’s, Saturday Night, The New York Review of Books, The New Yorker, and the New York Herald Tribune. (Which, in November 1965 in its weekend magazine, New York, published Tom Wolfe’s legendary profile of McLuhan that posed the Wolfian question: “Suppose he is what he sounds like, the most important thinker since Newton, Darwin, Freud, Einstein, and Pavlov, studs of the intelligentsia game—suppose he is the oracle of the modern times—what if he is right…?”)

As McLuhan had written, the medium is the message. That meant new technologies, from television to computers, were revolutionizing human consciousness and altering the context of communications, but it could also be summarized as content follows form. The properties of the medium were more important than the information it conveyed. Still, even many scholars had trouble following his train of thought, so, in 1964, the job of communicating McLuhan and his ideas fell to journalists like Kay Kritzwiser who focused on the most accessible information—and left the theories to the future in which we live.

On October 7, 2001, U.S. and U.K. forces began an invasion of Afghanistan aimed at capturing or killing the perpetrators of 9/11, believed to be sheltered there by the Taliban. Canadian forces soon joined the fray as part of the International Security Assistance Force, beginning The Forces’ longest and most controversial military engagement in history.

After nearly a decade on the ground in Afghanistan, reaching nearly 3,000 soldiers at their peak deployment, Canadian combat troops withdrew over the summer of 2011. Approximately 950 personnel are scheduled to remain in Afghanistan through 2014, now focused on training Afghan security forces, including its army and local police.

As we approach the 10-year mark for Canada’s Afghan mission, This Magazine asked three expert observers to talk about Canada’s role in the war-torn country, what has—and has not—been achieved, and what the legacy of this conflict will be for Canada’s military and diplomatic standing on the world stage.

Amir Attaran is an Associate Professor in the Faculties of Law and Medicine at the University of Ottawa, and holds the Canada Research Chair in Law, Population Health and Global Development Policy. He is a frequent commentator in the press, having written for the Globe and Mail, New York Times, The Guardian, and the Literary Review of Canada, among others.

John Duncan is the director of the Ethics, Society, and Law program at the University of Trinity College in the University of Toronto. He is the founder of the international bilingual society for the study of Existential and Phenomenological Theory and Culture, and the co-founder and academic director of the Humanities for Humanity outreach program at Trinity and Victoria University in the University of Toronto. He writes on philosophy, the humanities, and politics.

Graeme Smith is a Globe and Mail correspondent who was stationed in Afghanistan between 2006 and 2009. His reporting from Kandahar and Southern Afghanistan won numerous awards, including three National Newspaper Awards, the Canadian Association of Journalists’ award for investigative reporting, recognition from Amnesty International, and an Emmy for Smith’s online video series of interviews with Afghan insurgents, “Talking to the Taliban.”

The conversation:

This: The stated formal objective of the Afghan mission for Canada is “to help build a more secure, stable, and self-sufficient Afghanistan that is no longer a safe haven for terrorists.” By your estimation, are any of those criteria currently being met?

John Duncan: Terrorism is being suppressed, according to a few limited measures. But security within Afghanistan is now actually the worst it has been since 2001, which is to say violence including terrorism is a brutal fact of life for many Afghans, deepening resentment toward the West in the country and the broader region, which does not bode well for anti-terrorism internationally. In general terms, development has not been significant, governance is abysmal, and the situation of women and girls across the country has not improved significantly in 10 years.

Graeme Smith: You can make an argument that even though security’s worse right now in Afghanistan because the number of attacks keeps going up and up, there has been development in some places, and that in some places, it’s much harder for an organization like al Qaeda to organize their training camps. So you can argue that, in the short term, there has been progress. I think you really have to look at where the arc of this is going: where is Afghanistan going to be 10 years from now? And I worry that 10 years from now, all three of those indicators are going to be worse.

Duncan: Our allies in Afghanistan—the ones who are going to become incredibly more important as the drawdown continues over the next few years—are a bunch of people infiltrated by the warlords we supported against the Soviets, or their successors. And most of these folks are very nasty people. Take the assassination this summer of Afghan president Hamid Karzai’s half-brother, Ahmed Wali Karzai. He was one of our staunchest allies, but I can’t think of anyone who believes he was anything like a straight-up guy. There’s a real sense that we won’t be leaving the place in significantly better hands than the Taliban.

Amir Attaran: The strongest remedy to terrorism is actually a government that functions. That was the reason Canada could deal with FLQ terrorism, or the British could deal with the IRA. Unless you have a functioning government of your own, one in which people can trust, you won’t solve it. What Canada, the U.S., and NATO seem to have missed is the very basic lesson that the Afghans have to solve the problem of violence in their own midst. We can’t do it for them.

Smith: Afghanistan had a functioning country in some ways before we came in in 2001. That’s a qualified statement: the Taliban had been relatively successful in establishing a regime and you could argue that if you were looking for a partner to fight terrorism—a partner to take on al Qaeda and make sure that the country would remain stable with some kind of rule of law—in 2001, your best partner would have been the Taliban.

This: The Taliban is obviously still a going concern. Are they still a kind of government in waiting? Will they ever be back at the table? Is this something that can be negotiated? Will they take over anyway?

Smith: It’s often been said that if NATO leaves Afghanistan, Hamid Karzai would be kicked out sometime within an hour and a day, and the insurgents will run the country again. Karzai’s regime has no strength without NATO. Now, that’s all supposed to be changing between now and 2014 as we withdraw and build up the Afghan security forces, but the Afghan security forces have proved to be extremely unreliable, the police especially. My analysis is still that we’re headed for a civil war and not that we’re headed for an immediate Taliban takeover.

Attaran: I can’t make up my own mind any longer whether it’s possible to negiotiate with the Taliban. I think that should have been tried years ago, and I think it would have succeeded years ago. One of Ahmed Wali Karzai’s gifts—apart from promoting his own interests—was that he was actually able to talk to the Taliban pretty well, as well as talking to the West. Back in 2008 he urged Canada to open a line of communication and that was done, somewhat covertly, although the government always denied it. Had that been done in earnest, I think we would be looking at a much happier situation today. But I don’t know that it’s possible today.

Duncan: The military leaders’ people have said all along that the campaign can’t be won militarily and there has to be a political settlement. I’m not sure our side is taking negotiations seriously, but anyway we need a partner with which to negotiate, and the insurgents are not serious about negotiations because they also see that NATO cannot win militarily. They see victory in the long run. “We have the watches, they have the time,” as is often said.

Maybe the most hopeful scenario we can see is that the regime won’t collapse as we withdraw, but will be able to hold significant parts of the country as well as the regime did after the Soviets left in 1989. But we’re standing up a bunch a guys there that are not humanitarians. Canada continually tries to sell the war to its own citizens on the basis of the idea that we’re improving the lot of women, and bringing development to these folks, but really we’re not standing up anything like feminists or pro-development people.

Smith: We’re not even standing up effective bad guys. Even if we were to make that compromise, and say, “Ahmed Wali Karzai is not a nice man but at least he can keep control of Southern Afghanistan,” at this point, at this level of desperation, that might be a bargain that we’re willing to make. But he wasn’t that guy.

Attaran: All three of us appear to agree that civil war is the most likely outcome in a few years. So the question ought to be on the part of policy-makers: “How do you minimize the intensity of the civil war?” Give up on the idea that you can avoid it. Just concentrate on minimizing its intensity. And to do that you need to take a page out of the playbook for resolving ethnic wars. That means going around to each of the affected interest groups and asking: “What will it take for you not to fight the people closest to you?” Find out grievances, find out wishes. Then a disinterested interlocutor could try and negotiate an agreement that bribes people to keep the peace. It will require subsidies, and incentives to settle old scores, except through non-violent means.

But of course through our stupidity of the war on terrorism, we’ve made this very difficult. Because today, under most countries’ laws, if you speak to a terrorist group and offer them training on making a peaceful transition, under the laws of Canada, the United States, Britain, and others, that’s considered giving material support to terrorism. So the international organizations or NGOs who specialize in peace-building negotiations and exercises, and who might be able to find a way out of this mess for the NATO alliance, would be criminals for doing their work, under the very stupid laws that exist in NATO countries today.

This: Let’s talk about the Afghan National Army. This has now become the primary focus of Canada’s mission there, to have Canadian military and police trainers on the ground to help the Afghan army and police reach a level where they can provide enough security for development to occur safely. Is the Afghan National Army in a position to provide that?

Attaran: Emphatically no. In successful states, it’s the state that holds what’s called the “monopoly of violence.” The current Afghan military, the police, and the National Directorate of Security are not able to maintain a monopoly of violence in the country.

Duncan: They can’t even do it with the help of 140,000 NATO troops, including overpowering air support and all the rest of the sophisticated NATO technology.

Attaran: No, it can’t. And in this case, one has to turn this axiom on its head. You have to say, “Whoever can provide the monopoly of violence becomes the state.” I think that’s how you have to do it. To minimize the intensity of the civil war that is coming, one has to send credible emissaries, and I have no idea who they are because every NATO country has no credibility on this issue now. You have to send a neutral emissary to approach all potentially violent factions and ask, “What will it take for you—by way of money, land, political influence—what will it take for you to not fight and not settle old scores? It all has a price.

This: If the NATO allies have no credibility when it comes to doing that kind of negotiation, is there a figure who could come in from outside who could do that negotiation and bring people to the table?

Attaran: In the past we relied on Norwegians or other usefully helpful small countries like Canada to solve big global messes for us. I don’t know that that can happen anymore because Canada doesn’t have any credibility with the insurgents, being a member of NATO in Afghanistan. I don’t think that even the Norwegians can do it. I think the only possible answer is for the emerging countries to really flex their diplomatic muscle. I’m thinking as far away as Brazil, Indonesia, South Africa. Unless countries of that tier in the world begin to do part of their role in setting and accomplishing big projects in global diplomacy, there’s no one to get NATO out of their mess.

Smith: Not only NATO but also the United Nations. One of the difficult things about this conflict is that the United Nations has taken sides. In previous iterations of Afghan civil wars you had the United Nations acting as the neutral go-between, the honest broker. The UN will not be able to play that role this time around.

Attaran: I think this is sure to be an unpopular thing to say: Afghans will develop a certain trust in institutions once they see those institutions able to prosecute Westerners for war crimes. Nobody disputes that Western militaries caused unlawful civilian deaths, or utilized unlawful means such as torture—much of that is admitted by NATO countries themselves. If we want Afghans to believe in the power of global institutions, one thing that will help is for certain Westerners to be made criminally responsible by Afghan institutions. If they can see their own institutions flex muscle and show that they are not about to bow before the most powerful nations on the earth’s face, then they will believe those institutions matter.

Duncan: You’re right that it’s an unpopular thing to say; I can’t imagine Canadians feeling too comfortable about it. But it’s also right that anyone who commits a war crime ought to be prosecuted.

Smith: Here’s my main concern about using war crimes as the bully stick. I’m worried that in the coming decades, I’m going to be standing in some war-torn country—Libya, Syria, Somalia—and I’m going to be writing stories where people are calling for foreign intervention, people are calling for peacekeepers to prevent an atrocity. And that if the lawyers warn the international forces that there is some percentage risk of exposure on the war-crimes front, that that intervention will not happen, and that lots of people will have to die because we’re afraid to stick our necks out.

Attaran: It’s undeniably a risk. Part of going forth in the world and trying to change things, whether you call it “responsibility to protect,” as it’s called on the left, or “regime change” as it’s called on the right, means going forward and doing so in accordance to the laws of armed conflict, such as the Geneva Conventions and international human rights law. And if you don’t, it doesn’t matter whether your reasons for the foreign sojourn is prompted by the fear of terrorism on the right, or the desire to rid the world of despots on the left. The reasons are irrelevant; you still have the same laws to abide by.

This: Let’s come back to the situation of Canada’s diplomatic corps. What is the legacy of the Afghan conflict for Canada’s diplomatic reputation, and how is this changing foreign affairs currently?

Smith: Well, we’re certainly seen as a country that can kick some ass. That wasn’t the case before, for better or for worse.

Attaran: Our diplomatic corps is certainly viewed as compromised. We had a great relationship with a great many countries in the world, and that did indeed land us on the UN Security Council with regularity in the past. It’s failed not because we’ve succeeded in alienating a huge number of countries—although I think we’ve done that for other reasons—we weren’t actually successful in getting on the Security Council in the last session because the U.S. declined to campaign for us. That’s the most shocking thing. Even though we showed ourselves to be willing to kick ass and to appeal to Washington in that regard, it wasn’t good enough for Washington. And for the first time that I know of, Washington did not campaign on Canada’s behalf, did not ask other countries to vote for Canada for the Security Council seat. The moral of the story is: being able to kick ass but losing your broad-based diplomatic respect among many nations doesn’t work to win your influence. It simply makes you a somewhat boring, middle-sized, un-influential country, which is what Canada is in danger of becoming.

Duncan: Former Liberal cabinet minister John Manley, who produced the very influential 2008 report on the Afghan mission, has made the argument in public a number of times that the great sacrifice Canada is making in Afghanistan is something that politicians in Ottawa need to make clear and well-heard in Washington, to make sure we improve our recognition down there, with our neighbour, with our dominant trading partner, and with the world’s leading power.

Smith: You know, behind the scenes, we do still have this role as a moderating influence within NATO. So, for example, when the Americans were thinking about sending in chemical sprayers to eradicate the poppy fields of southern and eastern Afghanistan—which would have just thrown gasoline on the fire and been a disastrous move—the Canadians and the Brits quietly persuaded the Americans to see reason, and persuaded them not to escalate the conflict that way. So there are times, I think, when Canada still can be part of this club of nations that is taking unpopular actions and doing some harm reduction, as it were.

Attaran: Our diplomatic standing is about much more than how we comport ourselves during wartime. We have to remember that as much as we try to suck up to the Americans by taking the most dangerous part of Afghanistan militarily, we weren’t successful in getting the backing of our closest ally to be in the UN Security Council, because on enough other diplomatic fronts, we’ve proven to be very irritating. Stephen Harper’s government displeased the United States on climate change, on Omar Khadr’s repatriation, and on a very personal level, on President Obama’s campaign to become president, where it appears we leaked information about what he said in a briefing on NAFTA. If, diplomatically, Canada behaves like this—practices bush-league diplomacy, which is a growing specialty of ours—we are going to lose influence, despite making blood sacrifice.

Duncan: There is a debate in the military and academic literature about this. Some people have worried since the bombing runs Canada carried out in Yugoslavia that our sacrifices, the things we’ve done in hardcore military efforts, have not been sufficiently recognized because our forces were too integrated with other forces as in Yugoslavia. So the idea for Afghanistan was to make sure that everyone could see that Canada was there doing really heavy lifting in the specific region of Kandahar, to achieve some real salience, boosting our recognition, our credibility, and ultimately our influence on the world stage.

In addition to this debate, there’s another about trying to understand what our diplomatic and military mission around the world has been, is, and should be. Some say we have often intervened for peace—our peacekeeping heritage—but others say that national interests have actually always trumped peacekeeping in Canadian interventions. Now, since the Canadian self-understanding is largely wrapped up in the perception of a peacekeeping heritage, the concern with Afghanistan has been about whether too much heavy lifting—that is, war fighting—will alienate Canadian popular support for the mission.

So we have tough talk about “killing scumbags,” on the one hand, and doublespeak about “peacemaking” and “peace-building,” on the other hand. We see from these debates, as well as from mainstream press coverage of the war, that a major concern has been not to alienate Canadian support for the war. I’m no fan of promoting war, but at least the analysts arguing for salience and national interests are straight shooters with respect to Afghanistan, where about 90 percent of the funding has gone to the military mission—not to development, governance, women and girls, and so on. Despite the rhetoric, this has been war fighting for 10 years, and if that is not bad enough we also have to face the grim truth that the war fighting has achieved virtually nothing.

This: So this conflict has changed our diplomatic reputation; how is it changing the Canadian Forces themselves?

Smith: We talked about the Canadian Forces becoming blooded, becoming more combat ready, and I think it’s had that effect. Though our presence in Kandahar may, at the end of the day, have done some harm to Kandahar, I think it may have done some good to the Canadian Forces as an organization. They now have more airlift capability, they now have a cadre of experienced counter-insurgency experts, so should the Canadians have the stomach for another overseas adventure, the Canadian Forces will certainly be ready.

Duncan: There has been a lot of press lately about athletes suffering serious long-term effects from even mild concussions. Well, many Canadian soldiers in Afghanistan have suffered serious concussions from improvised exploisve device blasts, as well as other serious injuries and illnesses. For many returning soldiers we don’t really know how long-standing or severe their problems are going to be, and there are things to worry about there, such as whether or not there is sufficient support or care for them, what the effects will be on their families and communities, and what the effects will be on the military itself. Already there are worrying cases of inadequate care and support, and south of the border there are alarmingly high rates of soldier and veteran suicide.

Attaran: I don’t think this war has been good for the forces. There will be a great many young veterans who will be less well-cared-for than in previous generations because of the change to veterans’ benefits in this country. I think our military leadership—the brass if you will—has become markedly arrogant to the point that they’re showing their ill schooling. I blame no one for this more than General Rick Hillier, because he was the one who signed the status-of-forces agreement with Afghanistan. That is what launched this mission in southern Afghanistan, the Kandahar mission, and he did so on terms that were wholly unrealistic. When I read it I was gobsmacked to find his name above a statement to the effect that our mission was to “eradicate” the Taliban and al Qaeda. Eradicate—that was the word he used. History teaches that insurgencies are almost never eradicated, so for General Hillier to set that goal was stupid from the get-go. I’m profoundly in agreement with those who think the military would be better off reaffirming Canada’s territorial claims in the Arctic. We’re a country who’s been around since 1867. We have to think in 100-year, 200-year cycles, and in the long run, will Afghanistan matter to this country? Hardly. But the Arctic? Definitely. That’s what we gave up by going on this adventure.

After the sheer surprise of Vancouver’s Stanley Cup riots had dissipated, Canadian commentators tried to figure out what it all meant. Most beat their usual political drums—months later we’re blaming the pinko anarchists, capitalist pigs, and beer companies for making their products so darn tasty and portable.

But this being 2011, many who broke windows with one hand held camera phones in the other. And as myriad pictures and videos of the event began to circulate, another worrying spectre emerged: social-media vigilantism. Images of those involved in violence and property damage spread quickly around the Web, often with the explicit intention of shaming, catching, and even punishing the perpetrators with acts of “citizen justice.”

“We have seen Big Brother and he is us,” portentously intoned social-media expert Alexandra Samuel to the Globe and Mail. And really, who could blame her? Anyone who has ever taken public transit or gone to a movie knows our fellow Canadians can’t always be counted on to be fair, or even terribly nice. But if our mistakes and trespasses used to be judged by the mostly neutral bodies of the State, this new technology means we now run the risk of being tried and even convicted by the body politic.

This speaks to a phenomenon increasingly difficult to ignore, as centuries-long practices of law and social norms, whether privacy, ownership, knowledge, or even statecraft, are threatened by new technologies. These are worrying prospects to be sure, partly because they’re just so new. But here’s a radical idea: rather than throwing up our hands, or simply calling for the use of less technology, we need to spend time thinking about how we will reshape our legal and social institutions to deal with the inevitable change that is on its way. To protect the relative freedoms of liberal society, we need to build policing of technology right into our legal structures.

After all, it’s not as if what we’re experiencing now doesn’t have some precedent. Take the telephone, for example. Though it was an incredible leap forward in communication, it also presented the rather sticky problem that your communication could be recorded and put to unintended ends. Similarly, having a point of communication in your home meant that people could contact you at any time, whether you happened to be eating dinner or not.

Our legal structures responded by enforcing laws about the conditions under which telephone calls could be made, recorded, and submitted for evidence in a legal trial. Maybe just as importantly, we also developed social strictures around the phone, including general rules about appropriate times for calling and the right way to answer. Like most social norms, some people follow them and some don’t, but at least legally speaking, our rules around the telephone generally seem to work.

What we need, then, is a similarly measured response that institutes civic and legal codes for how surveillance technology can be used, whether that is encouraging social sanction for inappropriate use, or articulating under what circumstances public footage can be submitted for legal evidence. In the same vein, it would also mean the legal system has to deal with the dissemination of information for vigilante purposes, and ratchet up consequences for those who take the law into their own hands. It would involve the tricky process of the law considering intent and context, but given the different degrees in murder charges and Canada’s hate-crime laws, that kind of legal subtlety seems to make our system better, not worse.

Implementing these changes will take decades, not years, because the changes here are huge, involving how the State exercises its authority, but also how we as members of a society relate to one another. Yet the purpose of the legal system has always been to police out those two aspects of our lives. And rather than only decrying the downsides of mob mentality, the unfettered exchange of private information or the Web’s detrimental impact on established business, we need to think about preserving the good in this new technology.

Because there’s another worry looming here too, and it also is about historical precedent. In the 19th century, the rise of printing technologies and cheap reading materials drastically altered how ideas were spread. The State responded by instituting literary study into the then-new school curriculum so that the young might “learn to read properly.” Certainly, there were upsides: national cohesion, shared values, and proscriptions against anti-social behaviour. But it also meant that the radical element was contained and made safe, as youth were taught to think usefully, not dangerously.

We sit at the cusp of a similar moment in the history of information, and it’s certainly true that it occasionally feels like a riot— out of control and of our very basest nature. The fitting response, then, is much like the delicate dance of riot-policing done right: a reaction that enforces some order on chaos, while still protecting the rights and privileges such acts are meant to restore.

Though you might reasonably condemn the modern internet for a variety of reasons—ruining attention spans, turning all public discourse into a shouting match, or insulting your sexual prowess with badly punctuated mass emails—one thing the medium could always reasonably claim was its potential for spreading truth. Decentralized and egalitarian, the web seemed to herald the end of the coverup: with no authority to stop the spread of information, facts would inevitably slip the bonds of corrupt politicians, crooked industrialists, and tyrannical generals. Sooner or later, we believed, the real facts would always come to light. The Truth Is Out There.

It turns out that’s not, uh, true.

That’s if the results of a recent study from the University of Michigan are anything to go by. The researchers found that people are remarkably resistant to facts that deviate from beliefs they already hold; the phenomenon is particularly acute in those with strong political leanings. This is the “truthiness” that satirical news anchor Stephen Colbert famously named—a trust in gut instincts instead of documented facts. That intuitive concept has now, somewhat ironically, been scientifically proven. In other words, The Truth Is Out There, But Nobody Can Be Bothered To Go Looking For It.

We already know that falsehood, distortion, and bullshit flourish online just as much as fact. The internet is home to climate-change deniers, 9-11 conspiracy nuts, and fringe politics of all sorts—in part because it is so easy to find “facts” that support whatever you believe. The sheer glut and variety of information online has made it difficult to distinguish fact from invention and truthfulness from truthiness. The result, for many people, has been to retreat into the comfort of the mainstream media.

Canada experienced this during the G20 summit in Toronto in July. After some protestors caused property damage early in the weekend, many journalists found themselves at the centre of what they believed to be an excessive police reaction. Twitter, Facebook, and YouTube were central to this real-time reporting, and people who were following the demonstrations and police actions online had a very different experience than live-TV viewers—who mostly saw sensational footage of a burning police car on a continuous loop for two days.

TVOntario’s Steve Paikin—a man who has built a career on measured neutrality—told of what seemed like an illegitimate round up of legal protestors and the beating of a reporter from the U.K.’s Guardian. The Globe and Mail’s Lisan Jutras wrote of her experience being detained in the rain for hours and taken into police custody.

New media seemed to finally be fulfilling its promise: coverage that was richer, more immediate, more diverse, and faster.

Yet a few days after the summit, an Angus Reid poll revealed that a full two-thirds of Canadians not only supported the police action, but were also “disgusted” with the protestors, despite the fact that the majority of them did nothing more than walk down streets holding placards. Images of anarchists breaking windows dominated big media, and the fact that there was plenty of information online offering a different interpretation mattered little, if at all.

The problem is that, unlike TV, you have to choose what you view online. That means that unless you’re already looking for an alternative take, it’s unlikely to find you. But more than that, the web is full of so many different versions of the truth, from the legitimate to the lunatic, that their very existence undercuts the medium’s validity for many people. When it is as easy to stumble upon a cogent, well-researched critique of global capitalism as it is a raving theory about “the moon-landing hoax,” the tendency is to discount the medium altogether.

By allowing anyone to publish and disseminate information, the web broke the historical link between power and publishing. Many people cheered that change, and for understandable reasons. The web embodies the contemporary collapse of all the things that once seemed beyond question: truth, fact, authority. But when nothing is objectively true, it also means nothing is objectively false. Presented with an almost infinite mass of options, most people, rather than diving in, simply retreat into what they already know—and for the majority, that’s still television.

Tremendous excitement accompanied WikiLeaks’ July release of 91,000 military documents related to the conflict in Afghanistan. Perhaps it’s justified. But earlier this year, when the same organization released “Collateral Murder”—a video that showed an American helicopter crew killing unarmed civilians in Iraq—excitement and controversy produced nothing lasting.

Despite the video’s incendiary content, and the clip’s seven million YouTube views, almost nothing changed. In the face of the official story and people’s faith in the authority that stood behind it, the clip was nothing more than a grain of sand, like those blown about by that helicopter’s blades—one more “fact” among millions, lost in the roar of a rushing, directionless storm.

Last spring, Dockers launched its stupefying ad campaign based around the core message of “Wear The Pants.” (In a move that nicely reinforced the tone-deaf idiocy of the campaign, it premiered on International Women’s Day, March 8. Classy.) The whole series, which is still running in a slightly diluted form, rests on the premise that there is a crisis of modern masculinity: men are being devalued; technology has usurped men’s evolutionary and industrial roles; masculine traits are slowly dissolving in an increasingly androgynous society; men must take steps to reassert their waning influence. Watch out—we’ve hit Peak Masculinity! It’s all downhill from here as we tumble headlong into a genderless mire of murses, manicures, and manorexia. The only way to save yourself, you little sissy, is by buying these boxy dad-pants.

This gender panic is an inexplicably popular trope among big media outlets: you see it in the Dockers campaign; the popularity of the drinkin’, smokin’, and pinchin’ ad executives on Mad Men; the ludicrous kook science of the “Caveman Diet“; the National Post‘s weird fixation on university gender studies. There’s the hideous neologism of the “mancession.” And more recently, we’ve had the Maclean’s cover story on why boys are growing up to be such a bunch of unemployable doofuses. Most recently, the Globe and Mail is flogging the notion with its “Failing Boys” series of articles, part of its pompous “Our Time To Lead” rebranding.

Enough. This is all—if I can plausibly use such a Marlboro-man expression—horseshit.

My hackles go up when those who are obviously powerful claim they are powerless. It’s a disingenuous rhetorical stance designed to reinforce the status quo. When the leaders of the United States claim that their nation’s existence is threatened by a handful of religious fanatics hiding out in Afghan caves, we know, rationally, that isn’t true. But by inverting our perception of the power dynamic (Al Qaeda strong, USA weak) those leaders justify the exceptional measures that will reinforce and extend the actual power dynamic (USA strong, Al Qaeda weak). The myth of American weakness is the lie the War on Terror was built upon. Yes, there have been thousands of individual American victims, from the civilians who died on 9/11 to the troops killed in action since. But the notion of the United States itself being a victim—instead of the economic, military, and diplomatic colossus it truly is—has no basis in reality. The put-on feebleness allows the same exercise of the same power, only now with the fig leaf of “self-defence.”

Similarly, when men—who demonstrably retain a firm grip on the levers of power in nearly every sector of society—plead that it’s they who are the victims, beaten down by a modern world that hates and fears maleness, tell them to shove it. Take it from me: I’m a middle-class, able-bodied, English-literate, university-educated, white, cisgendered male, and I’m doing just fine, trust me. I consider myself one of the most privileged creatures the planet has ever coughed up. Save your tears, ladies.

The fact that, gosh, there are more female doctors than there used to be, or that some of the educational metrics indicate that boys’ classroom achievements are not as high as we’d like, is not, in any rational universe, a sign of the waning of the economic, political, and cultural dominance of men. Are there lots of boys who find school boring, irrelevant, meaningless, and get poor grades as a result? Yes, and that’s a real concern. But does it indicate that they’re growing up in a world where all the scales are tipped in the girls’ favour? No.

The fact that literally millions of years of male supremacy is even slightly considered to be starting to be maybe, haltingly, partially alleviated is not an indication that men are suddenly marginalized. To say they are is wrong. Statistically, anecdotally, factually. Period.

Irving Howe (the New York socialist) once wrote “Blessed New York Times! What would radical journalism in America do without it?” The newspaper was, to be sure, a tool of the bourgeois but a tool that reported the news with unequalled comprehensiveness. Read it and, ideology aside, you became the possessor of a full range of facts, dates and events. I had a similar feeling this weekend reading the Times coverage of the Afghanistan war.

Journalism is changing—this we know—but on the eve of (depending who you talk to) a cataclysm for old journalism or its reinvigoration the American paper-of-record still puts out an impressively thorough and relatively exhaustive edition, if politically problematic for a progressive. Contrast this to the newly redesigned Globe and Mail whose editor, John Stackhouse, told Toronto Life that “it’s fine for a typical news story to be 600 to 800 words… Most readers aren’t going to read more than that.” Anyway, I digress. This is supposed to be about Afghanistan.

It’s shocking how little we actually know, and how little what we do know tells us. Journalists, or should I say the organizations that employ them, have largely abdicated their responsibility to report the war in ways that allow readers to secure a nuanced understanding of what exactly it is that Western militaries are doing in south-central Asia. The Swat valley, Provincial Reconstruction teams, human interest stories all make an appearance in the Canadian press but little effort is made to draw connections or attempt some sort of synthesis. If there ever were a time for bold reporting, this is it. There are, of course, bright spots. Re-enter the Times.

First, if you have time, read this article. It deals with one aspect of the war that is, I think, neglected: namely the strategy that NATO is pursuing. In short, Western forces are adopting a hyper-aggressive posture to demoralize anti-occupation forces prior to NATO’s withdrawal. Knowing this, in addition to what we already know (that free societies cannot be ushered in under the aegis of an imperialist gun, etc.), will perhaps allow us, like Irving Howe, to develop more incisive, accurate and compelling critiques that will inspire dramatic democratic change. Here are five important points to note about the conflict in Afghanistan today, noted by the Times and Wired:

1) The current strategy. Canada, amongst other nations, is in the process of evacuating its military personnel from the region having declared that a decade-long commitment to the war is sufficient. The United States, the main antagonist in the war, has thus been required to shoulder more of the burdens of occupation. It, too, however, is maneuvering for an endgame. The Times:

“Since early last year, when President Obama took office, the overriding objective of American policy has been to persuade the Taliban to abandon any hope of victory. It was to make that point that 30,000 additional troops were sent here…the strategy has been to break the Taliban’s will, to break up the movement, and to settle with as many leaders as are willing to deal.”

2) The way to effect that victory

“In the past several months, General Petraeus has loosed an extraordinary amount of firepower on the Taliban insurgency. Special operations forces are now operating at a tempo five times that of a year ago, killing and capturing hundreds of insurgents each month. In the same period, the number of bombs and missiles aimed at insurgents has grown by half. And General Petraeus has launched a series of operations to clear insurgents from the southern city of Kandahar.”

3) This was done before.

“That strategy looks a lot like the one that brought General Petraeus success in Iraq in 2007 and 2008. With Iraq engulfed in apocalyptic violence, American field commanders reached out to nationalist-minded guerrilla leaders and found many of them exhausted by war and willing to make peace. About 100,000 Iraqis, many of them insurgents, came on the American payroll: The Americans were working both ends of the insurgency. As they made peace with some insurgent leaders, they intensified their efforts to kill the holdouts and fanatics. The violence, beginning in late 2007, dropped precipitously.”

4) With long term success?

“Awakening leaders and security officials [in Iraq] say that since the spring, as many as several thousand Awakening fighters have quit, been fired, stopped showing up for duty, or ceased picking up paychecks. During the past four months, the atmosphere has become particularly charged as the Awakening members find themselves squeezed between Iraqi security forces, who have arrested hundreds of current and former members accused of acts of recent terrorism, and Al Qaeda’s brutal recruitment techniques.”

5) The return of shock and awe?

“Last month, NATO attack planes dropped their bombs and fired their guns on 700 separate missions, according to U.S. Air Force statistics. That’s more than double the 257 attack sorties they flew in September 2009, and one of the highest single-month totals of the entire nine-year Afghan campaign.”

When Google, citing concerns over security and censorship, pulled their operations out of China in March this year, they were widely praised for taking a stand for democracy. But Google’s move wasn’t the first time a Western entity had taken the moral high road in regard to China.

In fact, almost 200 years ago, the British government also stood up for its beliefs. After they had expended countless resources developing an opium industry, China shut down its borders to the drug, claiming that addiction was taking its toll on Chinese society. The Raj, seeing not only its business threatened, but also its ideals of free trade and capitalism, twice sent its navy to war to force China to open its borders. Britain won, and China had to relent.

Of course, comparing an enforced opium trade with online free speech may slip into exaggeration. But when Google indignantly left China, an important point was lost in the sanctimonious chatter: to many in China, the difference between the Google of today and the Empire of yesterday isn’t as clear as we might like to think. And as the web increasingly becomes a battleground for cultural and political exchange, it’s worth remembering that history is never as far in the past as we might hope.

In the aftermath of Google’s departure, the chorus of satisfied approval was overwhelming. Though Google itself treaded with the kind of care any profit-minded company might, the press was less tactful. When Google launched a chart that tracked which services China had blocked, prominent tech journalist Steven Levy called it an “Evil Meter.” Vanity Fair’s Michael Wolff suggested that China was simply a bully, and that Google had “beat an honourable retreat.” Meanwhile, the National Post and the Globe and Mail did their best to cast the decision in moral rather than economic terms. The complexities of geopolitics and culture were reduced to a tired old approach: “Western values good; China bad.”

One might say “fair enough”: we are talking about a totalitarian regime here. But a few hundred years of Western global domination means there’s just no way to get around the optics of a massive American multinational saying its moral views are the right ones. In light of history, that kind of ideological dogmatism comes off as more than a little paternalistic.

But Google is not a parent and places like China, with their own histories, cultures and practices, are not children. To make matters worse, Google’s business model is essentially a paragon of Western democratic capitalism: disseminate information without restriction and then find a way to make money off the ways people access it. This may seem neutral, but it isn’t. It relies on the idea that spreading knowledge and information is an inherent good because an effective social system empowers individuals to find out things for themselves, and change their lives accordingly. For us, the sovereign individual is everything.

By contrast, even in contemporary Chinese thought, what still reigns is the idea that the community gives people their place in life, and the structures of ritual and authority give life order. The individualism that underpins Google’s business model is frequently seen as both arrogance and selfishness because it seems to prioritize the individual over the knowledge of the state and its rulers. The questions Google raised in China weren’t simply a matter of “repression,” but of how people locate themselves in reality. This fact seemed to be lost on most Western journalists. (About the only dissent in the technology press came from Gizmodo’s Brian Lam, himself the son of immigrants from Hong Kong, who wrote a piece titled “Google Would Remind My Grandpa of the Arrogant White Invaders.”)

Is it a noble goal to try to spread values and ideals that seem to have benefited the societies that have adopted them? Sure. But principles like democracy and freedom of speech don’t simply float down from the sky into open arms below. They are borne out of centuries-long processes rooted in social, material, and intellectual change. To assume their universal good—as Google and the Western press seemed to—is to deny their historical and cultural specificity. And at a certain point, it ceases to matter what is “objectively” right when such presumptuousness and arrogance only serve to galvanize people against you.

For all that, it’s worth noting that when Google did leave China, many there weren’t too affected. They had Baidu—a Chinese search engine, albeit heavily censored, that is the sixth most-visited website in the world and is still growing. And this is the thing, really: a Western navy can no longer force “our” way of thinking on the world, because power is no longer centralized in the West.

But history rattles noisily still, and the values of an open, democratic web aren’t universal or even necessarily right. And some, presented with the image of Google getting up on its moral high horse, find it hard to forget an armada of ships, their holds stocked with opium, barging their way into the Canton harbour.

John Duncan in the Globe and Mail on Afghan surge hype https://this.org/2010/05/07/john-duncan-afghanistan-surge-globe-and-mail/ Fri, 07 May 2010 20:33:14 +0000 http://this.org/?p=4516 John Duncan, who wrote about the Canadian military’s Afghan misadventures for the March-April issue of This, contributed an op-ed to Wednesday’s Globe and Mail on the much-touted Afghan surge. Ominously titled “The insurgents will be back,” Duncan’s editorial argues that Taliban insurgents in Afghanistan will simply sidestep any such troop movement, wait it out, and return after NATO has moved on—just like they did in 2001. The problem, he says, is that ordinary Afghan civilians, caught in the middle between insurgents, western troops, and the warlords they prop up, have no particular investment in who prevails, since they all seem to be equally unjust. Without the civilian population on side, any counterinsurgency achievements are likely to be short-lived.

Duncan writes:

…It is naive to think that another attempt to win hearts and minds will turn civilians into anti-insurgents. Are the insurgents less hated than we think, or are NATO forces much more disliked than we are told? These are real possibilities, as more critics and Afghans are saying. After the 9/11 attacks, the West re-engaged the warlords it supported against the Soviets during the 1980s, this time to oust the Taliban – which they did, but the price was a large stake in the new country. Thus, the authority structures NATO has been propping up are rife with brutal, corrupt warlords and their cronies. Most Afghans, excepting the few who profit directly from the intervention, fail to see why they should stand against an insurgent to support a warlord. In fact, some are now saying that dealing with the insurgents without NATO might not be as bad as being caught between NATO and the warlords on the one hand, and the insurgents on the other. Either way, if the insurgents are too brutal to resist, or if they might be easier to bear without NATO’s war, this counterinsurgency will be no game-changer.
